Summary of functions and National Mandates

The Federal Ministry of Water Resources is the technical and professional arm of the Federal Government of Nigeria which gives advice on and implements all matters concerning water resources development use, management, control and other related issues. The national objective of the water resources sector is to harness underground and surface water resources for irrigation, recreation, navigation, hydropower generation, water supply for domestic and industrial use. In discharging this responsibility, the Ministry has put up an enduring institutional framework through the creation of seven (7) Departments, twelve (12) River Basin and Rural Development Authorities (RBDAs) and the national Water Resources Institute (NWRI). The RBDAs and the NWRI are the Ministrys parastatals as well as the implementation arms of the Ministry.

The functions of the Ministry in the Water Resources and Rural Development sector are as follows: To formulate national water resources policy towards ensuring adequate water supply for agricultural, industrial, recreational, domestic and other uses; To formulate and implement water Resources Masterplan for the development of dams, irrigation and drainage, water supply, soil erosion and flood control as well as hydrological and hydrogeological activities.
